[Pw_forum] theory on Raman cross sections

You are right, the link to the lecture notes seems to be broken (actually the linked file 
seems to be disappeared from the QE-Tutorial repository...). In the meantime you can have 
a look at Paolo Umari's lecture notes ("First-principles vibrational spectroscopies"), 
available on the Santa Barbara QE summer school webpage:

I believe it covers the same topics.
