One needs the Tcl/Tk provided by cygwin. Installing a Windows version of
Tcl/Tk on the Windows OS will not do the job.

Did you try with the cygwin Tcl/Tk? ( see http://cygwin.com/packages/ ;
the proper package is tcltk ).
