No!

The annotations are typical job for image-manipulation and presentation
programs. In addition to xfig, you may also consider to use Gimp,
OpenOffice Impress, etc. For this latter set of programs, it is
recommended you print to PNG file. Actually the filesize of the PNG
bitmap is much smaller than EPS bitmap.
