It seems to me that scientific linux is RPM based and there is "yum",
hence:

yum install libquadmath0

If that doesn't work, google to locate appropriate RPM Scientific Linux
libquadmath package and then you can install it as:

rpm -i package.rpm

PS: note that you need to be root (or use sudo) to install system-wide
