The cygwin version of xcrysden is available again for download.
You may retry the link:

Let me know how this xcrysden version works. Make sure you install the
following cygwin packages:

          * bash 
          * bc
          * coreutils
          * gawk
          * grep
          * gzip
          * ImageMagick
          * less
          * more
          * opengl
          * tcltk
